The CPE is delighted by the rejection of the treaty by the French and Dutch people. In France the majority of the farmers voted no. This result, which occurred during our General Assembly in Mûr de Bretagne (France), was welcomed as a hopeful path by the members of CPE.

The European citizens who could vote these days sanctioned the EU neo-liberal policies that give priority to the capital and the markets, instead of their social and environmental attempts. The CAP is one of those policies. Let’s give some of its characteristic :

The farm prices below the production costs are not reflected to the consumer by the supermarkets and the food industry,

Small and middle farms, which nevertheless provide rural employment, have no chance to survive

The decoupling between the public subsidies and the production is nothing but a new form of dumping imposed by the EU and the USA on third countries through the WTO,

The maintenance of the priority to export our livestock products and cereals, which is artificial because it’s based on our massive imports of animal feedstuffs

The maintenance of too intensive modes of production harmful to health and environment,

The shifting of the agricultural production (flowers, wine, poultry, fruits & vegetables,..) by European agribusiness companies, which move towards low cost countries.

welcome 10 countries from Central Europe in 2004, but give to their farmers only 25% of the support given to those from the EU-15,

and some of the Member States feel attracted by a co-financing of the two pillars of the CAP, which would only benefit the richest countries.

regulated markets, supply management, farm incomes related to the production and attractive for the renewal of many sustainable family farms, necessary for a lively countryside,

Yes, the EU needs an agricultural budget, which really takes into account the needs of the European people, and supports :

the farms and regions which are less favoured from an agro-climatic or structural point of view,

the regional and local trade of agricultural products (to strengthen rural economy, improve the quality of products for the consumer, and decrease the transport, harmful for the environment)

The CPE requires the EU to put in place another agricultural policy[1], legitimate as regards to social, environmental, and international aspects.

The CPE invites the European citizens to mobilize in the next weeks and months :

The WTO is out of its prerogatives when it is deciding for the agricultural and food policies. Agriculture and common goods (water, health, education, etc.) should remain out of the WTO. We ask to base the rules of international trade on food sovereignty, which bans any form of dumping.

Let’s act before the WTO conference in Hong-Kong, for example in Geneva in July and October, to stop this cheated negotiation and to propose new bases and authority for the international trade.

Comme prévu, le Non a prévalu, et comme prévisible, c’est la « cata ». Le front du refus l’a emporté crânement en tapissant la France de ce mâle slogan : « L’esclave dit oui, l’homme libre dit non ».
